NOTICE OF CONSIDERATION OF ADOPTION OF THE RULES OF PRACTICE AND PROCEDURE OF THE ALBANY COUNTY PLANNING & ZONING COMMISSION

 

The Planning and Zoning Commission of Albany County, WY (PZC) hereby gives notice of its intent to adopt Rules of Practice and Procedure (Rules) which amend and replace the PZC’s current Bylaws, revised March 1995, following public hearing on the Rules at the PZC’s regularly scheduled meeting on May 10, 2023, at 5:00 p.m. in the Commissioners’ Meeting Room (Room 105) downstairs in the Albany County Courthouse, 525 E Grand Avenue, Laramie, WY 82070 and on Zoom. The public hearing may also be viewed on the Albany County Government YouTube channel.

The proposed Rules:

  • Incorporate the statutory requirements for the PZC’s recommendations on land use plans, regulations, and applications;
  • Provide procedures for petitions for the PZC to promulgate plans and regulations;
  • Amend provisions for the PZC’s officers and procedures for the PZC committee formation;
  • Amend and provide standards for the PZC members’ decision-making and communication;
  • Amend provisions for the PZC’s administration;
  • Amend provisions for the PZC’s meetings and public hearings policies and procedures.

The principal reason for the adoption of the proposed Rules is to update the policies and procedures for PZC’s members, meetings, and public hearings. The proposed Rules meet the minimum substantive statutory requirements of PZC’s authority to adopt rules for the transaction of its business, W.S. § 18-5- 202(a), and its authority to adopt rules of practice and for the discharge of PZC’s functions, W.S. § 16-3- 102(a)(iii).

Copies of the proposed Rules are available for public review at the Albany County Planning Department, 1002 S. 3rd St, Laramie, WY 82070 and may be obtained from the County’s website at https://www.co.albany.wy.us/261/Projects. Interested persons may present their data, views, or arguments at the public hearing and in writing to the Albany County Planning Department or by email to planning@co.albany.wy.us. All comments received prior to or at the public hearing will be part of the public record for the proposed Rules.
